Hon A.E. Buck

Dear Sir:
I am sorry the letter (first copy) went without my signature - As to the allowance to Ala - remember that my appropriation was cut down $100.000 from my estimate and that though I estimated so much for work I must not spend it only as needed. I will try and compensate Mr Woodward for his work I have been trying hard to do this work of paying bounties on an inadequate appropriation and therefore have asked the generous aid of the branches of the Bank = I hope to get this whole business into other hands at the next session of congress. I am much obliged for your faithful criticism

Very respectfully yours.
O O Howard
