Genl. O.O. Howard,

Dear Sir,
In the P.S. of your letter of June 22d you say "Where no contract was already made with men to build, the promise was disallowed by Congress. We have no contract from you at this office, Please forward a copy."

We have not contracted with men to build our Boarding Hall and cannot safely do it till we have secured all or nearly all the money it will cost. We have contracted for 350,000 brick, and have them on hand; also for stone for the foundation, and it is on the ground; also for sand, which is hauled; and for considerable lumber, a part of which is delivered; and for the excavation which is completed. If we could be sure of the $3000 promised by Gen. Runkle in his last communication, we should immediately contract for the building of the foundation. Some of us expect to commence raising money in about two weeks, and we hope to secure the second $20,000 before
