Sir, 
Since seeing you as the subject, I have conferred with the Secretary of War, who wishes that before you make any agreement for the sake of the machinery & of the Augusta Powder works, you should have a further conference with myself, or address the Bureau at the subject; for the reason that a very large proportion of the building and machinery is on the land belonging to the Ordinance Department and that the proceeds of any sale made of such property would have to go into the Treasury, to the credit of Ordnance appropriations
