requests Com of Pensions to arrange for the payment
of a fair proportion of the salary of Freedmens  Bureau agents on account of the additional work required of them in Pension claims - the Bureau being prohibited from charging fees.

Respectfully returned to the Commissioner of the Bureau of R.F. & A.L. with the information that this is no authority of law, and no appropriation of funds by which the Commissioner of Pensions can make such an arrangement as requested for payment of agents for the additional work required in pension cases.
