To the Commissioner of Pensions,

Sir:

I have the honor to enclose herewith copy of my circular in regard to the collection of claims &c. also copy of letter to the Secretary of War on the same subject. As my agents complain of the additional work required of them in pension cases, I respectfully request in view of your recent decision in regard to the payment of fees, that you so arrange as to pay a fair proportion of the salary of such agents,
