Freedmen's Bureau, nor, if sold by any other agent of the government, can the proceeds be applied to the uses of such Bureau under existing law. 

It need hardly be added that, if this opinion be approved by the Secretary of War, the buildings or lands referred to cannot be sold without the authority of an act of Congress.
