   The Commisioner directs that "Capt. I.A. Sladen, A.D.C. and Mr. John H. Cook, Chief Clerk, make a thorough examination of the work of each clerk, messenger, watchman and laborer employed at these Headquarters, and report as early as practicable, for discharge, the names of all who are not competent or who are not needed.
