Circular.
The War Department Circular of September 19th, granting ten days leave of absence to Pennsylvania Voters, is so modified as to allow those employees of the Department and its Bureaux who vote in Philadelphia, leave of absence from the 29th inst., to enable them to register in that city on the 30th of September
