Dr Sir,

Some two years ago a Building in this place known as the "Protestant Methodist Church" was purchased for the use of a free school for freedman, for which your Bureau agreed to pay on certain conditions. 

The seller was Jos B Batchelor Esq of Raleigh_ The trusties to whom it was conveyed were - SJ Hinsdale- Jas C McRae & myself (WN Tillinghast) _ In consequence of the fact that Mr. Batchelor [[strikethrough]] has [[/strikethrough]] had not [[strikethrough]] having [[/strikethrough]] forwarded a sworn statement shewing the quantity of materials contained in the building  I learn that the purchase money has not
