Sir:
Your letter of the 5th inst., in regard to the prosecution of James Hill and Dick Shephard has been received. 

The facts of the case are as follows:
Chas Brown to whom certain bounty money was due, went to the Office of Col. Berman to obtain payment, and was told to call next day: Willis was present and heard the conversation. Some time during the same day, or probably the next, Willis was approached by Hill & Shephard and was told by them that they were authorized by Brown to collect his money, and in corroboration of
