Respectfully returned with the following
Statement

I was Asst Disbursing Officer for Delaware under proper authority for One year for which I never received any pay why I do not know but if I was out of jail I might in the Course of a Couple of years with what is due me pay every cent I owe claimants

I do not wish to wrong any one and only wrote as I did for the reason stated and was then under the impression that Gen Balloch when in his kindness said I was entitled to these fees &c spoke with the idea that the Government would not lose the amount in question but other parties and as the claimants had most of them been paid (some twice over) it would seem plausible

You will pardon this from a suffering heartbroken man who is in prison and lacking the necessities of life.
