Gen. O. O. Howard
Commissioner.

Gen,
When Maj Vanderlip was appointed Cashier of the F.S. & T. Co. at Baltimore, I promised the Bank to pay him $50 a month for his services as agt for the payment of Bounties while that work continued. I intended to make these payments from the "interest fund". The Maj gets $150 a month from the Bank but out of it he has to pay Mr Webb the Asst. Cashier $75 a month and he has bought a house on which he pays $60 a month so that from his Bank salary he only has $15 left. I hope you will sanction the arrangement I made. There is pay now due him for Sept & Oct. Those Bank cases come on in N.Y. the 9th of next month and he will have to go on to see to them which will make an additional expense.

Very Respectfully
Geo W Balloch
