Dear General:
Can the Georgia Legislature give the benefit of the grant of land made by Congress for Agricultural & Medical Colleges, to an institution which excludes persons because of race or color? Our legislature will probably soon act on this matter, & I am very anxious to be informed on that point. If Congress has passed any act on the subject, or if any opinion has been given by high authority, I should like very much to be informed of it. And if no opinion has been given, if it is possible to secure one from the proper authorities, I wish I might have that. I think there will be a very strong effort to secure the whole amount for Athens University, & thus surely one half the citizens of this state will be excluded from its benefits. I write to you because I know of no one else in Washington to whom I could write with reasonable expectation of an immediate reply.
