Sir,

In returning herewith your letter of the 19th inst. requesting to be informed of the reasons for withholding the sum of $100 from the salary of Mr. H.H. Ray, late Agent of the Bureau for the payments of bounties &c in the State of Kentucky, together with copy of letter addressed to him from this office under date of Jan. 27 1872:  I have the honor to report that from papers on file in this Bureau it appears that Mr Ray, as such agent paid ton one H.M. Carr, a claim agent of Louisville, Ky. the sum of $100 from the amount of bounty &c, allowed in,
