Mr Ray was directed to recover the amount paid by him to Mr. Carr, but resigned his position in the Bureau without either doing so, or reporting any effort on his part to obtain restitution.

It thus appears that Mr. Ray, in violation of the regulations of the Bureau, became the medium of putting into the hands of a third party money which it was his duty not only to pay to the claimant but to caution her against yielding to any demand that might be made upon her by any claim agent under pretence of having rendered some extra-ordinary service in collecting her claim, etc.

In view of the facts, as stated, this Bureau feels justified in the interest of the government as well as of the claimant, in declining final settlement with Mr. Ray until he shall have made good the amount involved.
