Respectfully forwarded to Gen. O. O. Howard. Mr. Overley has been employed as a clerk in my office & 
I can recommend him as a thoroughly competent & honest man.  He is a Kentuckian by birth & served as a private in the Union Army.

He is poor & has a family to support.  I think he would be glad to retain the position as Ag't & would not require the assistance of a clerk.
