War Department Washington City, December 8, 1871 Circular: Sir: Your attention is respectfully invited to the fact that the Inventory of the public property in your Bureau at this time, has not been received by the Secretary of War, who has consequently been unable to meet the requirements of the Act of July 15, 1870, requiring him to make a report of all property in the possession of the War Department to Congress on the first day of December annually.
