Acknowledges return of his letter of 20" ult. wherein he speaks of the wide spread distrust as to accuracy in former payments and requested original certificates for claimants to see & sign, with Mr Rays endorsement of 28 ult stating that claimants had no business to see & sign the certificates & that the distrust arises from ignorance &c.
   
Says the question of payments is not entirely new to him, and he is greatly in fault if it is not the duty of the agent to present the original voucher; that he has often handled original vouchers issued by the Second Auditor and had claimants sign them; that instead of ignorance being the grounds of mistrust in many cases it has been the means of allowing many of Col Runkles acts to pass unnoticed, & it will not be advisable for him or his friends to rely on their ignorance much longer for protection; that this letter is not private, but can be shown to Genl Runkle.
  
Requests information concerning claim of Mary Jane, wid of Peter Wright. Co "K" 8" C.H.A.
Henry Hill Co "G" C.H.A 

Informs Mr Ray & his predecessors that he has ample proof that these claims have never been paid, &c.

Respectfully forwarded to the Commissioner Bu. R.F. & A.L.  As this is not the first communication of an insulting nature, that Mr Hall has seen fit to address to this office, I have declined furnishing him with any information or having any further correspondence with him.  Attention is respectfully invited to enclosed copy of my letter to him, of this date.
   
I will state that I prefer transacting business in Paducah through Mr J. E. Woodward - an old Quaker - gentleman formerly of Philadelphia, now Collector of the Port at Paducah.
