I have the honor to acknowledge Return of mine of 20 Novr 1871. Wherein I suggested that there was a widespread distrust as to the accuracy of your predecessors Bounty adjustments in this County and asking why the original Certificate issued by the Auditor was not presented to claimants instead of the vouchers made out in your office.  
   
My letter as above bears your endorsement to the effect that for years past Bounties have been paid thro Genl O O Howard and that Claimants have no Business to see & sign them.
   
Also that you assume that the distrust arises to a great extent
