To Gen. O.O. Howard

Dear Sir,

Some Eighteen months ago or more, the F. Bureau at Washington authorized I am told its agent in Fayetteville N. Carolina to purchase a building in that place for six hundred dollars, which had been previously rented for a Colored School.  

The deed was made, and I am informed recorded, but the money was never paid thro some informality in the papers.

Thus, while the property is represented on the Record as duly transferred, the sale never really occurred.  We are further told that an appropriation was also
