Bureau of Refugees, Freedmen and Abandoned Lands,
OFFICE DISBURSING OFFICER, STATE OF KENTUCKY,
Louisville, Ky., Decr 16" 1871.

Dr Sir:
I wrote my application for the place soon to be made vacant by the resignation of Mr Ray, and sent it to that gentleman while he was in Washington a short time since, on which, he informs me, he wrote a favorable endorsement, and urging my appointment on the ground that I could do the work without the assistance of a clerk, and filed it with the Department. I certainly would require no assistance, and to further reduce expenses would, with permission, remove the office to the one now occupied by the Freedmens S. & T. Co Bank, which would not only benefit that institution and the colored people generally, but facilitate the payment of Bounties, as Morris could be able to give any information in my absence. Please see that my papers are presented to the Comr, and oblige Respectfully Yours
