General.

I have the honor to state that since the 30th of Sept 1870 I have conducted the business of this office without compensation, not even collecting Postage account, and having furnished my own stationery. Also an office.  During this time, I have give the Bureau very much of my time and attention. The vexations of such a position are understood by no one better than by yourself, unless by one who has had experience in such an office. I write to request that you allow me some compensation for the services I have performed. I can only say, I have given the business as strict attention as I did when I was receiving a good salary for attending to it - And as there are a great many colored people here who were in the service, there has been, and is now much business to transact.
