I have the honor to call your attention to the following facts, in regard to the workings of the bounty laws for colored soldiers and their heirs and in their behalf ask for a remedy if possible.

Whether from the laws or rulings of the departments I can not tell, or neglect of the mustering officers, these facts are the results.
