Sir:

I have the honor to acknowledge the receipt of your communication under date of July 29th ultimo, in which you state that in order to prevent a divided jurisdiction with regard to abandoned lands and other property, and in consideration of this fact that the Act approved July 2d 1864, contemplates the use of certain funds arising from abandoned property for the benefit of Freedmen, you have resolved, with the President's sanction, to comply with my request, and make requisition for "all abandoned property" in my custody which I am at liberty to turn over.

On July 31st ult. I had the pleasure, in accordance with your request, of expressing by letter my news relative to the requirements of the Act establishing the Bureau of Refugees, Freedmen, and Abandoned Lands, and this Act of July 2d 1864, as regarding

Maj. Genl O.O. Howard
