In the first place, a Commissioner should be appointed for the large state of Georgia as soon as possible. I am glad, on your account, that Genl Grisham refused the appointment.  He may be a very good man, but he is from the "Army of the Tennessee", and there is already a cry being raised in the west that this Bureau is being made an Asylum for the Officers of that Army.  Although this cry is unjust, yet people will point to the fact that but five Asst. Commrs have been appointed - who were not already engaged in the freedmens work, that is, for the states of North Carolina, Florida, Alabama, Ark & Mo, and Kentucky & Tennessee, and of these five, four were from the Army of the Tennessee.
