population of any of the Southern States, and they are in a more demoralized condition and need more attention than the same class of persons in any other part of the Country. Therefore the Asst. Commr. for Georgia should  be a practical, sensible man, who can see facts, and seeing knows how to deal with them. He should also be a person who can work in harmony with the military authority in the State. If he cannot his labors will either be thrown away or worse than useless.

Genl Steadman the Dept. Comr would like to have "Baird or any other man of sound, common sense" (so he said), and Genl Thomas said that he thought Tillson a good man for Georgia - either Tillson or Baird.
