"Missouri, Arkansas, Louisiana & Texas &c &c." The states of Missouri and Kentucky have not been in insurrection, and have always been considered loyal states. In the late Acts of Congress, in orders &c where "insurrectionary States" are mentioned, the term applies to those declared in insurrection or rebellion by the President in his proclamation of Jany. 1st 1863, viz. "Arkansas, Texas, Louisiana (part of), Mississippi, Alabama, Florida, Georgia, South Carolina, North Carolina and (part of) Virginia."

In the same paragraph is stated "All land or other property to which the United States shall have acquired title by confiscation, or sale, or otherwise during the late rebellion (within said insurrectionary states), and all abandoned land or other abandoned property in"
