I believe General I see in this plan the embryo of a righteous reconstruction. I am confident there would be no trouble in procuring the men from the thousands in the North that wish to labor for the good of the Freedmen. It would cost the Government but little or nothing to equip this Regiment and we should feel that the safety of the Freedmen was secured if they could be kept under the influence of this class of men for one year

I do not feel that we do our duty in placing the freedmen so much under the influence and control of enlisted men as we are now compeled to do
