I have the honor to report that in obedience to your direction 

1. I went South and spent the time from the 12th July to the 12th August along the coast and Islands from Georgetown S.C. to St Augustine, Florida - visiting particularly Charleston, Hilton Head, Beaufort, the islands of Edisto and St Helena, Savannah and vicinity, Fernandina, Jacksonville and St. Augustine. 

Frauds
2. In regard to frauds practiced upon negroes I found evidence wherever their Regiments had been enlisted, of gross frauds by enlisting officers and state agents where the bounties furnished and promised to the recruits were only partially paid, and in many cases not one quarter of what had been pledged to them (Reference, to documents herewith presented marked - (1) (2)
