These frauds amount to several hundred thousand dollars. They do not appear in any Public accounts kept by these officers, and therefore have escaped the notice of Inspectors sent from time to time to examine such accounts - They are, if a matter of record at all, only to be found on private accounts.

The Colored Soldiers feel deeply wronged by these frauds, and it is believed that the honor of the Government requires a more searching examination. It is therefore suggested that a Board of Enquiry be appointed by the War Department with authority to visit localities and call for persons and papers, examining all parties as witnesses both black and white. - (Reference to documents herewith marked (11.)(12.) & (13.)) It is also suggested that this Board visit localities on the Mississippi where we have information of similar frauds and in many instances to large amounts.  #

3. The schools for the Freedmen of the various northern associations were found [[crossed out]] every where [[/crossed out]] in a good condition, with increasing numbers, though the supply of teachers falls far short of the demand - There is great eagerness every where
