All Surgeons and Stewards have been paid out of the Freedmens Fund, on the approval of Surgeon McCord since the 1st of March 1865. Nurses in hospitals have received no pay since July 1st 1864 and many of them for a much larger period, owing to the fact that the medical Store Keeper did not feel authorized to pay up to date on which, order No. 114 was revoked.

These Surgeons and Attendants are justly entitled to their pay - they having been employed by authority from the Adjutant General of the Army, & having faithfully performed their duty. Many of the colored attendants have remained month after month upon promises frequently made that they should at some time receive all that was due them.

The only debts that have accrued since the 1st of March 1865, are for colored attendants. The medicines purchased by Dr. McCord were paid for on his certificate as to the necessity for the same, and were distributed where most needed, taking receipts therefor. Dr. McCord has not been able to keep a large assortment of medicines, but the standard articles were furnished as required by the different Surgeons.

In the summer of 1864, Col. Eaton furnished, at the request of Dr. McCord five thousand dollars ($5,000.00) for purchasing hospital buildings, and this amount was increased to a sufficient sum by the benevolent societies of the North to enable the purchase of four portable Army Hospitals which were set up at Davis'
