General: - I have the honor to submit herewith reports of Lieut. Clark, and affidavits showing the unhappy state of affairs in certain localities in Maryland.

I would respectfully suggest that one copy be forwarded to Major Genl. C.C. Auger, commanding Dept. of Washington and another to the Governor of Maryland.

The abuses are such as no race can be expected, continuously to receive passively.

It is impossible for the friends of the Government and of its guarantees of liberty to look on indifferently. It is generally conceded that the presence of a military force and the slightest
