War Department,
Bureau of Refugees, Freedmen, and Abandoned Lands,
Washington, August 21, 1865.

Colonel John Eaton Jr.
Asst. Comr. Bureau Refugees Freedmen, and Abandoned Lands.

Colonel:
In accordance with instructions received from you, I have the honor to report that I have visited the counties of Prince George, Charles, and St Marys, Md. for the purpose of "examining and collecting facts bearing upon the condition, industry & treatment of Freedmen, explaining the duties and relations of whites and blacks to each other; taking testimony so far as necessary in land cases and complaints already referred to this Bureau; and adjudicating difficulties between employer and employees so far as expedient."

Want of time, and the difficulty of reaching it, prevented my visiting Calvert Co. which was to have been included in my trip.
