The only land claim coming before me, was that of F.W. Gough, for the restoration of the Clifton Factory property"- a report of which is appended, being paper marked "A",*

A separate report of the Government Farms, is also appended, being paper marked "B".

Information has been received from every available source in regard to the condition and treatment of the colored people - the disposition of all classes of whites, loyal and dis-loyal - rates of wages paid and the complaints of all parties.

The negroes themselves have been questioned, in the field, and by the wayside;- loyal white men sought out and their views ascertained, and great pains have been taken to find out the feeling of all classes, especially those whose policy is to place every obstacle in the way of free labor.- Mere statements have not always been received, and I submit herewith affidavits of several parties, white and black, marked "C", "D", "E", "F", "G", "H", "I", "J", & "K", to corroborate this report.
