following: In one election district in Prince George Co. 130 out of 180 voters are disfranchised. Among them is a physician who when the colored troops were being organized at Benedict in the County, told his friends that he was going to get appointed Surgeon there if possible, and "poison the niggers." This man applied to the board of registry, wanted to take an oath that he had never aided, assisted or encouraged the rebellion in any way, and was highly indignant because he was not allowed to do so.

He will transmit a report of the Sanitary & Medical condition of the freed people on the Government Farms.
