Doctor:-
I have received the copy of your communication of the 27th ult: to the A. A. A. Genl: of the Dist: of So. Ca. in reference to the communication of the commissioner dated June 22, '68 respecting the abolishing of Dispensaries and closing of the Hospitals of the Bureau in that District.

If the helpless and destitute sick and infirm and imbecile patients now cared for by the Bureau were turned out bodily from the hospitals, and left to themselves, or to the haphazard care of mere passers by, there would doubtless be great suffering among them, and a grievous wrong would be committed. But if orders were given for no further admissions into the hospitals of the Bureau, and prompt and determined efforts made to require the civil authorities
