In pursuance of S.O. No. 142, Bureau R.F. & A. Lands, Augusta Ga. dated Oct 5, 1866, I have the honor to submit the following report, I proceeded to Newburn Baxter Co. Ga. on the 9th inst; when I met Mr. Lawton one of the agents of the Bureau for said County, I made a thorough [[strikethrough]] investigation [[/strikethrough]] examination of all papers records &c , pertaining to his official duty  I find Mr. Lawton has been charging Freedmen from Five to Twenty dollars for his own Services in attending to trifling offences, he has informed the planters they must deduct these charges from the freedmen's crops and turn it over to him, Those charges are for his own particular use. as but very few fines has been levied, none of this money has as yet been collected and I would respectfully recommend that Mr. Lawton be directed to exact no more than the regular charges as stipulated in Cir. No. 4, Nov. 15, 1865, Office Asst. Comr. State of Georgia, as I think that is sufficient remunerations for his Services.
