Mr Davis near Elem Church Coweta Co Geo - This information I could not obtain while I was in that county as the Negroes were so completely cowed that they dare not Express themselves to me nor be seen having any conversation with me - I am informed by Major Leonard that at different times since he has had charge of the office of A.S.A. Commss'r at Atlanta he has reported some 16 or 17 murders committed in Heard Co & that a list of the outlaws concerned was forwarded to your office Sept 4th 1866 with a statement of the facts connected with these outrages & that since then a part of them have been arrested by the troops that were sent to Heard Co & have been held to bail by the Civil Authorities, but the threats against the Negroes & the Union citizens still continue & a certain Doc John W Smart of Heard Co (who has previously reported to you outrages committed upon him) was forced to leave that county this week on account of threats made against him by some of these very parties who had lately been held to bail by the Civil Authorities.

The arrests & holding to bail of these outlaws in Heard Co by the Civil Authorities appears to be a perfect farce they continue their threats & prosecutions as soon as released & if again arrested, they have only to again give bail & pursue with renewed vigor to drive the parties Complaining out of the county & by the time the cases are called on for trial none of the negroes or Union men can be found as witnesses against them, the continued persecutions of the citizens having forced them to leave to save their life & property.
