As Lieut Wagner has been ordered to Macon for a few days by Genl Sibley "(I have been requested to communicate the following facts to you. That in the County of Webster three men by the names of Meredith Statum Yankee Sims & James Baldwin have a negro man chained at Sims' and has been for the last three days. They have whipped the negro very unmercifully & have had him l[[?]] up by the thumbs so long that when taken down the negro could not stand  It is reported that their is great fear that the negro will be killed by them. The cause of the treatment has not been communicated to me. These are the facts related to me by a freedman who has just returned from Trenton. If you desire to investigate you had better call on freedman Chark that stays with Wagner for additional facts)" I deem it proper not to sign this under my own sign manual, occupying the position that I do  And would take it as a favor for you to extract the substance or copy & destroy this, forthwith as this
