Sub District of Augusta Augusta Geo Feby 22. 1867 Respectfully returned to Capt Eugene Pickett A.A.A. Genl. I have made diligent enquiry, used every means in my power to ascertain if any person in this Sub Dist has been engaged in the business alluded to. So far, I have not been able to make any discovery in circumstance whereupon to lokate the most distant suspicion. Except, that many persons have been here from Texas, Louisianan, Mississippi, and Florida for the purpose of engaging freedpeople to take to those States with them, under pretense that they were Planters. The Sub Asst. Comr forbid such persons from making Contracts with or taking any freedpeople out of this Sub District, until they had first satisfied the Sub. Asst Comr. that they were bonafied Planters, and that they were responsible. - Since which time all such suspicious persons have left (disapeared) from this City. Many freedpeople have passed through this City from North and South Carolina enroute to the above named States, but we know nothing of the nature of their Contracts or the Purpose for which they were taken to those States.
