Albany Ga. May 2, 1867.

Respectfully returned to Col. C.C. Sibley 16th U.S. Infantry Asst. Commissioner State of Ga. through Lieut. F.A.H. Gaebel 45th U.S. Infantry S. Asst. Commissioner Dst. Cuthbert.

People who know Dr. Rice when here speak, generally, in high terms of him. His partner mentioned in the within application, Mr Thos Willingham says he is a very eccentric person. From information gathered I am of the opinion that he would do for an Agent of the Bureau. F & A.L. Such an Agent is badly needed in Worth Co. in Baker Co. and in Mitchell Co. His address is care Rev. Mr. Ware Box 178, Baltimore Md.
