Sir; 
I have the honor to report that the supply of Provisions furnished or my Distric are inadequate to supply the extreme destitute of Jefferson County alone and that it is impossible for me to obtain an exact number of the destitute through local agents as they are unwilling to exert themselves to any extent without compensation. I would respectfully suggest the propriety of removing all agents who, cannot subscribe to the Test Oath as they will not act impartially to all classes.
