Respectfully forwarded to Maj. Genl. O. O. Howard, Com'r. approved. It would save expense and great inconvenience if the Commissioner would authorize transportation to be issued for orphan children and such attendants, as are necessary from the various hospitals to the orphan Asylum at Atlanta, and from said Asylum to Adrian Asylum at Adrian Michigan.
