work. The next day the defendant appears, and had the case again opened, and produced a bill of supplies and material, furnished these freedpeople, amounting to $887 63/100. The Agent reversed his former judgement & found the balance due the Dept. and directed these - freedpeople to pay it forthwith. - only one of them had any property. - which was seized by Mr Matthews and converted to his use, as follows, 22 Hogs. at $5 each and set of Blacksmiths tools valued at $40., making altogether the sum of $150, which was taken from one of the freedmen to pay the balance claimed due from all, I am satisfied that there has been a wrong perpetrated somewhere, but the bill of items, for supplies furnished the freedpeople, nor the contract was not in the office of the Agent and I could not arrive at any conclusion, but directed him to send the bill, contract & papers in the case, to your office for final adjudication. The charge accusing J.L. Harmon, Agent of tying up freedpeople &c I found to be true, - in fact he has almost daily, since his appointment, been in the habit of suspending freedpeople for various offences and fining them certain amounts, J Wesley Adams (freedman) gave me the names of the following, whom he states were so punished and fined.
