Sir:
I have leased my plantation to Rev. T. G. Campbell, and the freedmen now on it until the first of January 1868., with the understanding that if they can pay for it in several installments, they can purchase it for $15,000. My object is not to drive them off at the end of the present year, but to make the colony permanent, if there should be at that time, a prospect of their being able to pay for it. A lien on a part of their present crop, I think will amply secure the Government against loss for any provisions you may advance them. I am satisfied that they are in needy circumstances and require assistance from the Government for a few months.
