Colonel,
I would like to have you aid a colony as a test - to settle on the plantation of Mr. C.H. Hopkins - Provided the terms of sale be reasonable and the proposed system practicable - you may advance sufficient corn for said colony for five months & take a lien on a portion of the coming crop.

Please take great pains in a draft of regulations to be accepted by the members of the colony - See that they put up a school house of logs if that is best & get a teacher for them of the best character from some association.
