Colonel, 
I have the honor to state that the Lien for rations advanced to Campbell Colony has been satisfactorily arranged.  To transport the rations is now the great difficulty.

Col. Reynolds says he will be unable to deliver them at Bellville.  It being a Bureau matter and as such prohibited by Gen. Orders 65. dated Aug. 11, 1866.  I see no other way than to have them transported.  The steamer Cool is I think our best medium.  She runs to Darien every friday and would I think with little additional expense land said rations at Bellville.  I would have learned and informed you of her Capts' terms, but she will not arrive here until this evening and the matter demands immediate action.

Every weeks delay must cripple seriously the interests of all concerned.  I can send them by the Cool and have the bill
