The appeals from Ga. are so urgent that it seems necessary to procure supplies at once.  You are therefore authorized to purchase in open market a sufficient amount of corn to relieve the immediate wants of the people.

If in your opinion it will be best to procure supplies from the north, they will be shipped to such point as you may designate.
