Reports the approximate number of absolutely dependent whites in Lee & Dougherty Co at three hundred & fifty of absolutely dependent blacks at three hundred 
- The absence of all supplies - 
the fear that much suffering does & much more will exist amongst them ere long & urges the necessity of furnishing them subsistence soon to be most impartially distributed by himself.

Respectfully forwarded to Eugene Pickett Capt & A.A.A. Gen. Macon Ga with the remark that this report has been waited for some time as Circular 16 undoubtedly intended the Agents to report to the Officer in charge of their S. Districts. Statements on the same subject made by me in my Letter of 24th inst. are based on general parts arrived at by personal observation & Agents reports making a rational allowance for the counties of Lee & Randolph.
Agt Howards report exaggerates the number of absolutely dependent for those counties without a doubt & he undoubtedly participates with other agent in the error not to distinguish poor people from absolutely destitute a suffering people unable to help their condition by any means in their power of the latter class there are very few in my Sub. Distr, while according to Agents report, notwithstanding Lee & Dougherty Co are the richest counties in the State, they alone contain more of them, than I believe the whole Sub-District to contain. If Agent Howard is governed by the statements of the County Officials he will probably like other trusting Agents before him have nearly the
