Colonel, 
I reply to questions contained in your circular letter of the 16th of February. I have the honor to state, that, after inquiry, I find that the approximate number of absolutely dependent whites, in Lee and Dougherty Counties, is three hundred and fifty; this, of course, in round numbers.
No supplies from any source are on hand of being distributed, and the judges of the Inferior Court inform me that there is no money for the purchase of such supplies even for their temporary relief. 
I fear that there is much suffering
